Expands restrictions on "open house parties" to apply to all open parties at any property (residences, vacant structures, or open acreage), not just parties in residences.

Prohibits persons with control of property from granting permission for an open party if they know alcoholic beverages or drugs will be possessed or consumed by minors and fail to take reasonable steps to prevent such possession or consumption.

First violation is a second-degree misdemeanor; second or subsequent violations are first-degree misdemeanors.

If a violation causes or contributes to serious bodily injury or death to a minor, or if a minor causes injury or death to another due to alcohol or drug consumption at the party, the violation is a first-degree misdemeanor.
