Water management districts must include all first and second magnitude springs on state or federally owned conservation lands in priority lists and schedules for establishing minimum flows and levels by November 15 annually.

Department of Environmental Protection may adopt reservations, minimum flows, levels, and recovery or prevention strategies by rule, which water management districts must apply without separately adopting by rule.

Water management districts may designate a single affected district to conduct resource management activities crossing district boundaries, provided the funding district receives some or all of the benefits from the activity.

Cooperative funding programs are exempted from chapter 120 rulemaking requirements, though portions affecting substantial interests of parties remain subject to administrative procedures.

Regional water supply authorities and applicable water management districts must jointly develop the water supply component of regional water supply plans, and the Southwest Florida Water Management District reference is removed from this requirement.
