Adds a new category of dependent children eligible for in-state tuition at Florida postsecondary institutions, including charter technical career centers, Florida College System institutions, and state universities.

Qualifies dependent children who are U.S. citizens, lawful permanent residents, or qualified legal aliens with parents who are not in those categories if they attend a Florida high school for 4 consecutive years.

Requires qualified students to submit their high school transcript and enroll in an institution of higher education within 12 months after graduating from a Florida high school.

Requires the State Board of Education to adopt rules and the Board of Governors of the State University System to adopt regulations to implement this provision.

Takes effect upon becoming law.
