Requires third-party voter registration organizations to register with the Division of Elections and submit organization officer names, registered agent information, and registration agent details before conducting voter registration activities; failure to submit does not result in civil or criminal penalties.

Establishes a tiered fine structure for third-party voter registration organizations that fail to deliver voter registration applications within required timeframes: $50 per application over 10 days late, $100 for applications missed before book closing, and $500 for unsubmitted applications, with enhanced penalties of $250-$1,000 for willful violations; aggregate annual fine capped at $1,000.

Reduces the required period candidates must state they have not been registered members of other political parties from 6 months to 365 days before the general election when seeking party nomination.

Permits electors who move to a new precinct to vote a regular ballot by completing an affirmation, removing the previous requirement that the address change occur within the same county.

Expands early voting locations and requires counties to operate one early voting site for each 70,000 registered voters; increases early voting period from 10 to 15 days before elections and mandates minimum 6 hours and maximum 12 hours per weekday plus at least 14 hours per weekend day.
