Creates a poverty-based categorical fund to provide supplemental funding to school districts based on the relative poverty level in each district.

Establishes poverty level determination using the number of students receiving free or reduced-price meals under the National School Lunch Program, with the Department of Education setting an eligibility threshold.

Allocates funds annually to eligible school districts in amounts prescribed by the Legislature in the General Appropriations Act, based on each district's number of free or reduced-price meal recipients.

Requires school districts to use poverty-based categorical funds for class size reduction, intervention for at-risk kindergarten through grade 3 students, and reading improvement programs according to identified district needs.

Takes effect July 1, 2013.
