Authorizes private individuals and corporations with privately held land contiguous to state-owned land to request exchanges of state land for permanent conservation easements over their private land, excluding sovereign submerged land.

Limits each exchange to 1,280 acres of state-owned land equal in monetary value to the private land placed under conservation easement.

Requires the Board of Trustees to approve exchanges only if the private land is surrounded by state-owned land on at least 30 percent of its perimeter, the board determines the state property is no longer needed for conservation, no preexisting lease agreements are violated, and no net loss of conservation value results.

Permits low-impact operations such as grazing, forest management, prescribed burning, and wildlife management on exchanged lands, with preference given to requests that maintain public recreational access.

Establishes that unauthorized land uses on transferred state property trigger automatic reversion to pre-exchange conditions unless corrected within 60 days, and requires departmental inspections to ensure compliance with conservation easement terms.
