Clarifies that the Florida Homeowners' Construction Recovery Fund is funded from surcharge receipts deposited in the Professional Regulation Trust Fund from a one-half cent per square foot surcharge on building permits collected pursuant to section 468.631.

Authorizes the Department of Business and Professional Regulation to transfer excess cash from the Building Code Administrators and Inspectors Fund account to the Florida Homeowners' Construction Recovery Fund if the funds are not required for board operations.

Limits excess cash transfers to amounts not exceeding appropriations in the General Appropriations Act and amounts approved by the Legislative Budget Commission for payment of claims from the Florida Homeowners' Construction Recovery Fund.

Maintains that permit fee surcharges continue to be allocated equally between funding the Florida Homeowners' Construction Recovery Fund and the Building Code Administrators and Inspectors Board.

Takes effect October 1, 2013.
