Urges the United States Congress to enact H.R. 25, the Fair Tax Act of 2011, which would eliminate federal income tax, alternative minimum tax, inheritance tax, gift tax, capital gains tax, corporate income tax, self-employment tax, and employee and employer payroll taxes.

Proposes replacing eliminated federal taxes with a national retail sales tax on goods and services purchased for final consumption, similar to sales and use taxes authorized in 45 of the 50 states.

Arguments against current income tax system include: excessive government power over citizens, complexity requiring annual returns with multiple forms, marriage penalties, reduced economic growth and productivity, and unnecessary intrusions on privacy and civil rights.

Calls for repeal of the 16th Amendment to the United States Constitution to enable the tax system overhaul.

Directs the Florida Legislature to distribute copies of this memorial to the President, Senate President, House Speaker, and all members of the Florida delegation to Congress.
