Prohibits drivers under 18 years of age from using any mobile telecommunications device while driving or in physical control of a motor vehicle on Florida roads, with exceptions for stopped vehicles and emergency communications to E911 system services.

Defines "mobile telecommunications device" to include wireless telephones, computers, and other electronic devices used for voice or nonvoice communications, including text messaging, email, gaming, music, pictures, and video.

Establishes violations of the mobile device prohibition as noncriminal traffic infractions punishable as nonmoving violations under chapter 318.

Adds a voluntary $1 per applicant checkoff option on driver license applications to contribute to the AAA Foundation for Traffic Safety.

Exempts contributions to the AAA Foundation and other charitable organizations listed in the bill from being considered revenue for purposes of service charges under section 215.20, effective January 1, 2014.
