Authorizes conversion of vehicles titled or branded as low-speed vehicles to golf carts through a process requiring owner contact with Department of Highway Safety and Motor Vehicles, surrender of registration plate and title, and payment of a $40 fee.

Requires owners converting low-speed vehicles to golf carts to provide an affidavit attesting the vehicle has been modified to comply with golf cart speed restrictions and will be operated according to specified traffic statutes.

Directs the Department of Highway Safety and Motor Vehicles to issue a decal displaying "CONVERTED VEHICLE. Max speed 20 mph." that must be displayed on the rear of converted vehicles.

Requires the Department to cancel the certificate of title and registration of vehicles upon verification of conversion to a golf cart and note the conversion in the vehicle record.

Takes effect July 1, 2013.
