Authorizes public entities to contract with not-for-profit organizations for public service works such as highway and park maintenance, with administrative costs capped at 15% of gross revenues and annual contract limits of $250,000.

Creates comprehensive public-private partnership (PPP) framework allowing counties, municipalities, school boards, and other public entities to enter into agreements with private entities for development or operation of qualifying public facilities including transportation, water/wastewater, educational, and infrastructure projects.

Establishes 7-member task force to recommend PPP guidelines to the Legislature by July 1, 2014, considering competition, selection criteria, timelines, financial analysis procedures, and public records exemptions.

Defines procurement procedures for PPPs including unsolicited and solicited proposals, with publication requirements, public notification (21-120 days), and mandatory independent cost-benefit analysis before contract approval.

Allows counties to enter into PPP agreements for county road construction projects following a noticed public hearing and determination that the project provides financial benefit to the public, with final projects exempt from competitive bidding requirements.

Reduces lease term limits for Orlando-Orange County Expressway Authority from 99 to 40 years.
