Establishes the Urban Infill and Redevelopment Assistance Grant Program administered by the Department of Economic Opportunity to provide grants to counties and municipalities for urban infill and redevelopment projects.

Allocates 30 percent of general revenue appropriations for planning grants to develop urban infill and redevelopment plans, 60 percent for fifty/fifty matching grants for implementing projects, and 10 percent for outright grants for projects costing less than $50,000, with a cap of 20 percent on outright grants in any fiscal year.

Allows local governments to distribute grant funds to special districts, community redevelopment agencies, and nonprofit community development organizations implementing projects consistent with adopted urban infill and redevelopment plans.

Permits the Department of Economic Opportunity to transfer unused funds between grant categories if fundable applications do not fully obligate allocated amounts, directing transfers to the category with the highest value of eligible unfunded applications.

Grants elevated priority scoring to projects providing employment opportunities for Temporary Cash Assistance Program clients and projects within designated areas including community redevelopment areas, enterprise zones, and Florida Main Street programs.
