Motor vehicle registration and driver license application forms must include an option for voluntary $1 contributions to aid the homeless, with funds deposited into the Grants and Donations Trust Fund of the Department of Children and Families.

Creates a homelessness prevention grant program providing emergency financial assistance to families facing loss of housing due to financial crisis, with grants administered by the State Office on Homelessness to local homeless assistance agencies with a maximum of $300,000 per agency.

Grant assistance may be used for past due rent or mortgage payments, utility costs, case management services, and up to 3 percent program administration costs, with participating agencies required to track assisted families for 12 months with a goal of 85 percent remaining housed.

Limits lead agencies administering Challenge Grants to a maximum of 8 percent of funding for administrative costs and repeals the prior emergency assistance program, transferring remaining balances to the new homelessness prevention grant program.

Most provisions effective October 1, 2013; establishes that voluntary contributions are not considered revenue for service charge purposes under state law.
