Proposes a constitutional amendment to Article IX, Section 1 of the Florida Constitution establishing minimum salary requirements for full-time public school teachers.

Requires that by 2015, new full-time public school teachers earn at least the national average salary for new teachers, and experienced full-time teachers earn at least the national average salary for experienced teachers.

Mandates that salary increases are independent of employee benefits and cannot result in decreased benefits or impair collective bargaining rights.

Places responsibility for funding all required salary increases on the state rather than individual school districts.

Requires submission of the amendment to Florida voters for approval at the next general election or an earlier authorized special election.
