• Requires district school boards to conduct vision screenings for all students entering prekindergarten or kindergarten within 30 days before the start of each school year in cooperation with the Department of Health.

• Allows parents or guardians to submit certification that their student has passed a vision screening conducted by Department of Health-approved personnel trained in vision screening techniques.

• Mandates comprehensive eye examinations by a licensed optometrist or ophthalmologist for students who fail initial vision screenings, with the examination provider selected by the parent or guardian.

• Requires licensed optometrists and ophthalmologists to submit written examination reports to school health personnel and provide copies to parents or guardians, including diagnosis, treatment, prognosis, recommendations, and followup treatment evidence.

• Authorizes the Department of Health and Department of Education to adopt rules implementing vision screening requirements, standards, and procedures.

• Takes effect July 1, 2013.
