Increases the Southwest Florida Water Management District governing board from 9 to 13 members, all of whom must reside within the district.

Modifies the appointment schedule starting January 1, 2014, with the Governor appointing 4 members in the first year and 3 members in each of the remaining three years of the Governor's term.

Revises residency requirements for the 13-member board, increasing representation from Hillsborough County (1 to 2 members), Pinellas County (1 to 2 members), and Polk County (1 to 2 members).

Applies amendments only to future appointments and not to incumbent board members serving at the time of enactment.

Takes effect July 1, 2013.
