Urges the United States Secretary of Homeland Security to create a Haitian Family Reunification Parole Program modeled after the existing Cuban Family Reunification Parole Program

Cites the January 12, 2010 Haiti earthquake that killed 250,000 people and left over 1 million homeless, injured, or without access to potable water and food as justification for the program

Seeks to allow Haitian applicants with approved visas to immigrate to the United States without extended waiting periods while remaining outside Haiti during visa processing

Aims to hasten family reunification and discourage Haitian citizens from attempting illegal and dangerous migration methods into the United States

Directs the memorial to be distributed to the President of the United States, U.S. Senate President, Speaker of the House, all members of the Florida congressional delegation, and the U.S. Secretary of Homeland Security
