Legislature declares intent to clarify that charitable raffles, game promotions, and arcade amusement games are not exemptions to Florida's general gambling prohibitions and must not be abused.

Amends section 849.0935 to define "drawing by chance" or "raffle" as excluding "game promotions" and prohibits drawings with predetermined winners, entry fees, or conditions tied to minimum contributions.

Amends section 849.094 to classify violations of game promotion rules as deceptive and unfair trade practices and clarifies that compliance with Department of Agriculture rules does not authorize slot machines or other illegal devices.

Amends section 849.16 to expand the definition of "slot machine or device" to include systems and networks, establishes a rebuttable presumption that devices displaying games of chance and involving payments constitute prohibited slot machines, and exempts reverse vending machines.

Amends section 895.02 to include Chapter 849 gambling violations (specifically sections 849.09, 849.14, 849.15, 849.23, and 849.25) in the definition of "racketeering activity" for purposes of Florida's RICO statute.
