Authorizes insurers to electronically transmit insurance policies to insureds or other entitled persons, with delivery required within 60 days after coverage begins.

Electronic delivery is permitted for commercial risks including workers' compensation, employers' liability, commercial automobile coverage, commercial property, farm owners' insurance, and other specified commercial lines.

Electronic transmission must include notice to the insured of their right to receive the policy via United States mail instead of electronic means.

Insureds or entitled persons may opt out of electronic delivery by communicating in writing or electronically to the insurer that they do not agree to electronic means.

Paper copies of policies must be provided upon request of the insured or other entitled person.

Effective date: July 1, 2013.
