Amends section 28.222 to authorize county clerks to record death and fetal death certificates and receive service charges prescribed by law for the recording.

Amends section 382.008 to require each permanent certificate of death or fetal death (excluding confidential information) to be recorded in the public records of the county in which it is issued.

Applies to certified copies of death certificates authorized by the Department of Health and certified copies of death certificates issued by other states.

Effective date is July 1, 2013.
