Prohibits the state and political subdivisions from requiring contractors, subcontractors, or material suppliers on public works projects to pay predetermined wages, provide specified benefits, control staffing, recruit from designated sources, or enter into project labor agreements, except when required by federal law.

Prohibits the state and political subdivisions from requiring contractors to execute or become party to agreements with employees, representatives, or labor organizations as a condition of bidding, being awarded contracts, or performing work on public works projects.

Prohibits the state and political subdivisions from excluding qualified, licensed, or certified contractors, subcontractors, or material suppliers from submitting bids, being awarded contracts, or performing work on public works projects.

Defines "political subdivision" to include counties, municipalities, school districts, water management districts, institutions of higher education, and other public agencies authorized to expend public funds for public works construction, maintenance, repair, or improvement.

Amends Florida Statutes section 120.57 to change the protest filing deadline for solicitation terms and conditions from 7 days to 72 hours after posting, with Saturdays, Sundays, and state holidays excluded from the computation.
