Changes comprehensive state plan for emergency medical services review period from biennial (every 2 years) to every 5 years.

Reduces time limit for out-of-state trained EMTs and paramedics to complete certification examination from 2 years to 1 year after application receipt.

Requires approved EMS training programs to include 4 hours of HIV/AIDS instruction and 2 hours of trauma scorecard instruction in their curricula, effective July 1, 2013.
