HB 197 - Educational Personnel Evaluation Summary

• Student learning growth must comprise at least 50 percent of classroom teacher performance evaluations, based on 3 years of data (or less if unavailable), using statewide or district assessments.

• For non-classroom instructional personnel, student learning growth data must account for not less than 30 percent of evaluations; for school administrators, not less than 40 percent.

• State Board of Education must establish fair methods to measure student learning growth for teachers of exceptional students and students not tested by statewide or end-of-course assessments.

• District school boards must adopt performance salary schedules by July 1, 2014, providing greater salary adjustments for highly effective ratings than effective ratings, with no adjustments for lower ratings.

• Effective July 1, 2013.
