School districts must retrofit doors and windows in classrooms, offices, and other student areas to comply with Florida Building Code section 423.13 by June 30, 2015, using capital outlay millage levy funds.

Retrofitted doors must be lockable by key from inside without preventing exit, have bullet-resistant locks and latches, and windows must prevent intruders from opening doors by reaching through broken glass.

Windows must be bullet-resistant or meet current hurricane resistance standards.

State universities and Florida College System institutions must retrofit existing doors and windows to the same standards using capital outlay funds, also by June 30, 2015.

The act takes effect July 1, 2013.
