Prohibits governmental entities from adopting or enforcing ordinances, resolutions, regulations, rules, or policies that prohibit, restrict, regulate, or limit activities of bona fide farm operations on agricultural land if the activity is regulated by state or federal agencies through best management practices or implemented regulations.

Prohibits governmental entities from charging fees on specific agricultural activities of bona fide farm operations on agricultural land if the activity is regulated through implemented best management practices or regulations adopted by the Department of Environmental Protection, Department of Agriculture and Consumer Services, or water management districts, or if expressly regulated by federal agencies.

Exempts nonresidential farm buildings, farm fences, and farm signs located on lands used for bona fide agricultural purposes from the Florida Building Code and county or municipal code provisions and fees, except for floodplain management regulations.

Defines "bona fide agricultural purposes" by reference to section 193.461(3)(b) and specifies that nonresidential farm buildings include structures such as barns, greenhouses, shade houses, farm offices, storage buildings, and poultry houses.

Takes effect July 1, 2013.
