Requires at least 50 percent of classroom teacher performance evaluations to be based on student learning growth measured by statewide assessments or school district end-of-course assessments with pretests administered during the first week of class.

Mandates newly hired classroom teachers be observed and evaluated at least twice in their first year of teaching in the district, with annual evaluations thereafter.

For instructional personnel who are not classroom teachers, student learning growth data must account for at least 30 percent of the evaluation, with a minimum of 20 percent if less than 3 years of data are available.

Requires classroom teacher evaluations to include indicators based on Florida Educator Accomplished Practices and school administrator evaluations to include leadership standards adopted by the State Board of Education.

Applies effective date of July 1, 2013, with temporary provisions on alternative student learning growth measures expiring July 1, 2015.
