Authorizes the City of Tallahassee to pay $700,000 to Mark T. Sawicki and his wife Sharon L. Sawicki as compensation for injuries sustained when a city solid waste collection vehicle struck him while he was stopped on his bicycle at the intersection of Call Street and North Monroe Street on October 2, 2009.

Mark T. Sawicki sustained multiple fractures to his pelvis, femur, and sacrum; a torn urethra; abrasions and lacerations; and neurological damage resulting in a dropped foot.

The City of Tallahassee has already paid $200,000 under statutory liability limits, with this $700,000 payment completing a total settlement of $900,000 reached between the parties.

Attorney fees, lobbying fees, costs, and similar expenses relating to this claim may not exceed 25 percent of the $700,000 award.

The act takes effect upon becoming law.
