Modifies provisions regarding employment leasing companies, allowing them to elect a "client method" of reporting and paying contributions under each client's tax identification number rather than the company's own, with specific notification and documentation requirements.

Clarifies employment subject to the chapter under common-law rules and specifies that employees of leasing companies working for clients are considered employees of the leasing company, with exceptions for corporate officers and internal staff.
