Eliminates the requirement that warranty deeds include blank spaces for social security numbers of grantees, while retaining the blank space for property appraiser's parcel identification numbers.

Clarifies that missing or incorrect parcel identification numbers and social security numbers do not affect the validity or recordability of a deed.

Specifies that parcel identification numbers are not part of the legal property description and cannot substitute for it, and that social security numbers cannot serve as grantee designations.

Requires governmental and quasi-governmental liens on real property (for improvements, services, fines, or penalties) to be recorded in county official records to be valid against creditors and subsequent purchasers, with recorded notice containing owner name, property description or address, and tax or parcel identification number.

Takes effect October 1, 2013.
