Amends Florida Statute 73.013 to add an exception allowing condemning authorities to convey property acquired through eminent domain without restriction when the property is condemned under an airport noise mitigation or noise compatibility program governed by Federal Aviation Administration requirements.

Property must be deemed incompatible with residential land use under the standards in 14 C.F.R. part 150 to qualify for unrestricted conveyance under this exception.

Maintains existing restrictions on conveyance of eminent domain property to private entities for all other purposes, including public utilities, transportation, and common carrier services.

Effective upon becoming law with no specified date.
