Expands public records exemptions for the Commission on Ethics to include the commission's determination regarding written referrals of possible violations from the Governor, Chief Financial Officer, state attorney, or Executive Director of the Department of Law Enforcement.

Expands public meeting exemptions to include proceedings conducted by the Commission on Ethics pursuant to a referral, in addition to existing exemptions for complaint-based proceedings.

Exemptions remain in effect until the complaint or referral is dismissed as legally insufficient, the alleged violator requests public disclosure, the commission determines not to investigate, or the commission determines whether probable cause exists.

Subjects the exemptions to the Open Government Sunset Review Act with repeal scheduled for October 2, 2018, unless reenacted by the Legislature.

Effective date is contingent upon HB 285 or similar legislation taking effect in the same legislative session.
