Establishes the "State Employee Fairness Act" to provide a 7 percent competitive pay adjustment for all state employees effective July 1, 2013, based on their June 30, 2013 base rate of pay.

Requires the Legislature to appropriate necessary funds to implement the pay adjustment.

Addresses the need for pay adjustment after 7 years without compensation increases and notes Florida has the lowest state government employee-to-resident ratio (112 per 10,000) and lowest payroll expenditure per resident ($37) among U.S. states.

Emphasizes that state employees provide essential services including law enforcement, child protection, environmental quality assurance, and transportation infrastructure critical to Florida's competitiveness and quality of life.
