Authorizes the Agency for Health Care Administration to reimburse health access settings operating as Medicaid providers for dental services provided by licensed dental hygienists to recipients younger than 21 years of age.

Expands Medicaid reimbursement for dental services in mobile dental units to include those operated by federally qualified health centers, county health departments, nursing facilities, and state-approved dental educational institutions.

Maintains existing Medicaid dental coverage for children under 21 including diagnostic, preventive, corrective procedures, and orthodontia in severe cases provided by or under supervision of a licensed dentist.

Retains prohibition on Medicaid reimbursement for dental services in mobile units except for specific provider types listed in the legislation.

Effective date: July 1, 2013.
