Creates the Safe Schools Trust Fund within the Department of Education, funded by deposits under section 212.20(6)(d) and other appropriated funds.

Allocates trust fund balances to school districts to fund expenses related to school safety under sections 790.0535 and 1006.025(4), with remaining funds available for additional student safety projects and programs within school safety zones.

Allows trust fund balances to carry forward at the end of each fiscal year rather than reverting to the general fund, making funds continuously available for trust fund purposes.

Terminates the trust fund on July 1, 2017, unless terminated sooner, with a mandatory review before the scheduled termination date.

Takes effect July 1, 2013, contingent upon HB 325 or similar legislation being adopted and becoming law in the same legislative session.
