Revises the definition of "navigation rules" for vessels to reference updated federal navigation acts and codes as amended through October 1, 2012.

Deletes automatic Consumer Price Index adjustments for vessel registration fees and hunting/fishing license fees, requiring legislative action for future fee increases.

Expands the definition of "resident" for hunting and fishing licenses to include members of the U.S. Armed Forces stationed in Florida and persons with a valid Florida driver's license or alternative residency documentation.

Removes the county residency requirement for "resident alien" status for hunting and fishing purposes.

Exempts disabled veterans and active duty military members, along with their immediate family and one designated assistant, from hunting and fishing license requirements for authorized outdoor recreational events.

Reduces free fishing days from 4 to 2 days per year each for freshwater and saltwater fishing.

Clarifies saltwater products license restrictions and income requirements, with special exemptions for military veterans and older anglers.

Effective date: July 1, 2013.
