Defines "craft distillery" as a licensed distillery producing 75,000 or fewer gallons per calendar year of distilled spirits and allows craft distilleries to sell spirits directly to consumers at on-premises gift shops in factory-sealed containers limited to two containers per customer per year.

Prohibits transfer of distillery licenses producing 75,000 or fewer gallons annually to individuals or entities with direct or indirect ownership interests in other distilleries, and prohibits craft distilleries from having ownership affiliated with other distilleries unless those distilleries also produce 75,000 or fewer gallons annually.

Requires craft distilleries to report to the division within 5 days after reaching production limitations and prohibits retail sales once the 75,000-gallon threshold is exceeded; allows limited shipping of spirits only to manufacturers, wholesale distributors, bonded warehouses, and exporters.

Makes craft distilleries responsible for submitting beverage excise taxes in their monthly reports to the division.

Allows county commissions to order elections on whether to permit the sale of alcoholic beverages for consumption on premises after a prior election has authorized package-only sales; takes effect July 1, 2013.
