• Deletes requirement for development of performance criteria applicable to engineer-designed sewage systems and removes technical review panel duties related to such criteria.

• Authorizes property owners of owner-occupied single-family residences to be approved as maintenance entities for performance-based and aerobic treatment unit systems upon manufacturer certification of proper training.

• Allows electronic submission of maintenance reports and eliminates requirement for maintenance entities to obtain certain permits for aerobic treatment unit systems.

• Prohibits manufacturers from denying approved septic tank contractors access to aerobic treatment unit system training and spare parts; allows use of non-manufacturer component parts meeting specifications after original warranty period.

• Modifies Monroe County requirements by allowing holding tanks or systems meeting minimum standards in areas where connection fees were paid, and extends connection deadline to December 31, 2020 for compliant systems installed after July 1, 2010.
