Expands public records exemptions under section 112.324 to include the Commission on Ethics' determination regarding written statements of possible violations of the Code of Ethics or breaches of public trust

Expands public meeting exemptions to include proceedings conducted pursuant to written statements, protecting such proceedings from open meetings requirements

Exemptions remain in effect until the complaint or statement is dismissed as legally insufficient, the alleged violator requests public disclosure, the commission declines to investigate, or the commission determines probable cause exists

Exemptions are subject to the Open Government Sunset Review Act and shall be repealed on October 2, 2018, unless reenacted by the Legislature

Provides that confidentiality protects individuals under investigation from potential defamatory information and prevents unnecessary public scrutiny before probable cause is determined
