Amends absentee ballot instructions to notify overseas voters that ballots must be postmarked or signed and dated no later than the election date and received within 10 days after the election to be counted in presidential preference primaries and general elections.

Establishes that section 101.6952(5) governs the deadline for receiving overseas voter ballots in presidential elections, superseding the standard 7 p.m. election day deadline that applies to other absentee voters.

Requires overseas voters to include the date they signed the Voter's Certificate on their ballot envelope, with instructions warning that ballots without this date may not be counted.

Adds new subsection (5) to section 101.6952 providing that overseas voter absentee ballots postmarked or signed and dated by election day and received within 10 days after the election shall be counted if otherwise proper.

Takes effect January 1, 2014.
