Amends section 119.071, Florida Statutes to expand the public records exemption for financial statements submitted by prospective bidders in public procurement processes.

Exempts financial statements that governmental entities or agencies require prospective bidders to submit when bidding in response to an invitation to bid, submitting a letter of interest, or responding to a request for proposals or invitation to negotiate.

Establishes that the exemption applies to s. 119.07(1) and Article I, Section 24(a) of the Florida Constitution.

Sunset provision requires the exemption to stand repealed on October 2, 2018, unless reviewed and saved from repeal through reenactment by the Legislature per the Open Government Sunset Review Act.

Takes effect October 1, 2013.
