Establishes the New Town Success Zone in Jacksonville's Council District 9 in Duval County as a 10-year project managed by a nonprofit corporation not subject to state department control.

Establishes the Parramore Kidz Zone in Orlando, Orange County as a 10-year project managed by a nonprofit corporation not subject to state department control.

Requires both zones to comply with Florida public records laws (chapter 119), public meetings and records requirements (chapter 286), and procurement requirements (chapter 287).

Designates the Miami Children's Initiative, Inc., New Town Success Zone, and Parramore Kidz Zone as Florida Children's Initiatives to create community-based service networks providing education, health care, youth development, employment opportunities, and affordable housing for children and families in disadvantaged areas.

Takes effect July 1, 2013.
