Requires the Florida Birth-Related Neurological Injury Compensation Association to administer the plan in a manner that promotes and protects the health and best interests of children with birth-related neurological injuries.

Reduces the board of directors from seven to five members and adds a parent or guardian of a child (living or deceased) who is or was a beneficiary of the plan as a required director position.

Authorizes the Governor or Chief Financial Officer to remove a director for misconduct, malfeasance, misfeasance, or neglect of duty in office.

Changes the quorum requirement from four directors to three directors needed for transacting business and exercising powers of the plan.

Makes all meetings of the board of directors subject to Florida's public meetings law (s. 286.011) and requires annual audited financial reports to be furnished to plan participants, the Office of Insurance Regulation, and the Joint Legislative Auditing Committee.

Effective date: July 1, 2013.
