Establishes the Office of Inspector General within Citizens Property Insurance Corporation, headed by an inspector general appointed by the Financial Services Commission who can only be removed by the commission.

Inspector general must possess a bachelor's degree and 8 years of professional experience related to inspector general duties, with at least 5 years at a supervisory level, and reports to the chair of the board of governors.

Authorizes the inspector general to conduct audits, reviews, investigations, and evaluations of management practices, legal compliance, program effectiveness, ethics policies, and allegations of fraud, waste, abuse, and misconduct.

Requires corporation employees to notify the Office of Inspector General within 48 hours after obtaining information suggesting fraud may have been committed by any corporation employee.

Requires the internal auditor to cooperate and coordinate activities with the inspector general, and both must report violations of criminal law expeditiously to law enforcement agencies.

Effective date: July 1, 2013.
