CS/HB 441 - Juvenile Justice Education Programs Summary

• Requires the Department of Juvenile Justice and Department of Education to develop a multiagency plan for career education that includes virtual education as an option for students in juvenile justice programs.

• Mandates the Department of Juvenile Justice provide cost and effectiveness information for all programs to the Legislature and public, and implement an accountability system to ensure client needs are met.

• Requires instructional personnel at all juvenile justice facilities (not just those with 50+ beds) to access student records from district school systems.

• Mandates the Department of Education establish objective and measurable student performance measures and implement a comprehensive accountability and program improvement process for juvenile justice education programs.

• Ensures eligible juvenile justice students have access to high school equivalency testing and requires the Department of Education to assist juvenile justice education programs in becoming high school equivalency testing centers.
