Eliminates gubernatorial appointment of Public Service Commission members and transitions to nonpartisan elections with commissioners elected from five districts corresponding to Florida's appellate districts for 2-year terms.

Removes the Florida Public Service Commission Nominating Council and eliminates the Governor's role in member selection, with vacancies filled by gubernatorial appointment subject to Senate confirmation.

Limits commissioners to 8 years of service and prohibits them from accepting employment with regulated utilities or their affiliates for 8 years after leaving office.

Prohibits candidates from accepting campaign contributions from regulated utilities, their affiliates, or parties in proceedings considered by the commission within the previous 2 years.

Requires the commission to consult with the Public Counsel before ruling on any rate changes and reduces the post-employment restriction period for former employees from 8 to 2 years.
