HB 451 Summary

• Amends section 1011.62, Florida Statutes to modify the Supplemental Academic Instruction Categorical Fund requirements for school districts.

• For fiscal years 2012-2013 and 2013-2014, school districts with one or more of the 100 lowest-performing elementary schools must provide an additional hour of intensive reading instruction daily beyond the normal school day using categorical funds combined with research-based reading instruction allocations.

• Beginning in fiscal year 2014-2015 and thereafter, school districts must use categorical funds to provide summer school programs for K-12 students who are at risk of academic failure, desire to enroll in elective courses, or come from families with income below 200 percent of the federal poverty guidelines.

• After meeting the specific requirements above, school districts may use remaining supplemental instruction funds for various strategies including modified curriculum, tutoring, mentoring, class size reduction, extended school year, and other methods to improve student achievement.

• The act takes effect July 1, 2013.
