Amends section 215.619, Florida Statutes, to authorize Everglades restoration bonds for financing water management and wastewater management projects, including those identified in the Keys Wastewater Plan dated November 2007.

Permits issuance of restoration bonds in fiscal years 2002-2003 through 2019-2020, with a standard limit of $100 million per fiscal year unless the Department of Environmental Protection requests additional amounts for cost savings or land purchase acceleration.

Authorizes Legislature to approve additional bond issuance up to $200 million (limited to $50 million per fiscal year) specifically for the City of Key West and Florida Keys Area of Critical State Concern protection program.

Requires the Department of Environmental Protection to manage bond proceeds for entering into financial assistance agreements with the City of Key West and local governments in the Florida Keys to finance stormwater management and sewage collection, treatment, and disposal facilities.

Effective date: July 1, 2013.
