Requires all self-service gasoline pumps to display a sign, decal, or sticker of at least 15 square inches on a blue background with the station's phone number, international symbol of accessibility, wording offering assistance, and notice of requirements and penalties.

Mandates gasoline station attendants dispense fuel from self-service pumps to vehicles displaying disability exemption parking permits or qualified disability license plates when the permitted person operates the vehicle and requests service.

Allows stations with only one attendant on duty to decline assistance requests, but requires the attendant to inform the person of the inability to assist due to single staffing if communication is possible by remote or electronic means.

Establishes violations as second-degree misdemeanors punishable under Florida Statutes sections 775.082 and 775.083.

Takes effect July 1, 2013, with the Department of Agriculture and Consumer Services enforcing subsection (5) requirements and the Chief Financial Officer as State Fire Marshal enforcing remaining provisions.
