Increases cigarette surcharge rates in Florida, including raising per-cigarette surcharges from 5 cents to 10 cents for heavier cigarettes and from 10 cents to 20 cents for longer cigarettes, with corresponding increases for packaged cigarettes of varying quantities.

Establishes a separate fee rollback account within the Highway Safety Operating Trust Fund to reserve surcharge revenue for rolling back fee increases enacted in chapter 2009-71, Laws of Florida.

Directs $1 per package from larger cigarette packages and 50 cents per package from smaller cigarette packages to the fee rollback account, to be held in reserve until the Florida Consensus Estimating Conference certifies adequate revenues exist.

Routes all other surcharge revenue to the Health Care Trust Fund within the Agency for Health Care Administration for health-related purposes.

Takes effect July 1, 2013, and is titled the "Youth Smoking Prevention Act" based on evidence that price increases reduce smoking rates, particularly among youth and underage smokers.
