Prohibits employers and carriers from refusing to authorize dispensing practitioners to treat injured employees solely based on their dispensing status.

Allows authorized dispensing practitioners to dispense and fill prescriptions for workers' compensation patients without interference by the Department of Financial Affairs, employers, or carriers regarding pharmacy selection.

Sets prescription medication reimbursement at average wholesale price plus $4.18 dispensing fee, unless a direct contract specifies a lower amount.

Requires providers to give a $15 credit to carriers or self-insured employers for repackaged or relabeled prescriptions costing more than $25, with the department recalculating this amount every 2 years starting July 1, 2015.

Prohibits physicians and their assignees from holding ownership interests in pharmaceutical repackaging entities or setting prices for repackaged pharmaceuticals.
